Irrigation System Implementation Requirements - TCEQ Publication RG-466
On June 4, 2008, the TCEQ adopted rules to implement the requirements of HB 1656, HB 4, and SB 3. Senate Bill (SB) 3 and HB 4 required the TCEQ to adopt standards that address:
• The connection of irrigation systems to any water supply;
• The design, installation, and operation of irrigation systems;
• Water conservation; and
• The duties and responsibilities of licensed irrigators.

The Texas Administrative Code for Landscape Irrigation - TCEQ Publication RG-470
On June 4, 2008, the Texas Commission on Environmental Quality adopted changes to the landscape irrigation program that affects landscape irrigators, installers, maintenance technicians, and irrigation inspectors. RG-470 contains the statutory authority for the landscape irrigation program and for the licensing requirements.
